WASHINGTON, D.C. – Troutman Strategies has announced the promotion of Neftali Partida, based in Houston, and Tom Tilton, based in Washington, D.C., to the position of principal. The promotions are effective Jan. 1, 2026.

Partida is an accomplished government relations professional with 23 years of experience working collaboratively with federal, state, and local governments, as well as key stakeholders and nongovernmental organizations. He focuses on driving business objectives while navigating the intricate landscape of public policy and politics. Throughout his career, Partida has been dedicated to enhancing the reputation of clients while effectively mitigating government and political risks for their businesses.

Tilton has nearly two decades of policy and legislative experience through his work on and off Capitol Hill. In his current role, he leads the development of strategy, outreach, and advocacy of client initiatives before Congress and federal agencies. Tilton has worked on a wide array of complex issues in support of public and private corporations, higher education institutions, and national trade associations, among others.
