ATLANTA –Troutman Strategies has once again been recognized among JAMES Magazine‘s Top Governmental Affairs Firms in Georgia, achieving the No. 3 ranking for 2025. In addition, the publication named Ragen Marsh, Robb Willis, and Matt Ralston to its list of Georgia’s Top 100 Registered Lobbyists.

Marsh is a principal of Troutman Strategies. He helps clients ranging from Georgia-based small businesses to Fortune 500 companies navigate the Georgia General Assembly. Marsh also provides strategic and tactical guidance to clients and helps execute legislative campaigns through continuous outreach to legislators and executive branch officials.

Willis is the founder and chairman of Troutman Strategies and leads the group’s Atlanta office. He has successfully managed complex issues for a multitude of clients in the technology, tax, telecommunications, banking and fintech, construction and development, film, transportation, and health care industries.

Ralston serves as a senior manager of state affairs for Troutman Strategies. He works year-round with members of the Georgia General Assembly and the executive branch as an advocate for improvement in a number of policy areas, such as agriculture and natural resources, education, higher education, state budget projects, technology, and health care.

According to JAMES Magazine, the 2025 Top Lobbyist Rankings are based on the results of an online survey sent to subscribers, lobbyists, and government affairs specialists statewide. The magazine also consulted with top bipartisan elected officials, businesspeople, agency heads, and some of the lobbyists’ clients. Individuals were selected based on their integrity, ability to provide reliable information, and their local and state legislative access and success.
